Hi. I have the iPhone 4 as well (that was my first iPhone). It's definitely no capable of Wi-Fi calling. That feature didn't come until the iPhone 6 and iOS 8, from what I can recall. The iPhone 4 can't be upgraded past iOS 7, so you can't get that feature.
The device help section on the website tells you how to turn on wifi calling on my device. What I'm saying is that setting doesn't exist on the device I have even though the model is same as the device tutorial I'm looking at on Boost mobile's website right now.
